Mark Ghaly (Chair)SecretaryCalifornia Health and Human Services AgencyDr. Mark Ghaly was appointed in 2019 by Governor Gavin Newsom as Secretary of theCalifornia Health and Human Services Agency, overseeing California’s largest Agencycommitted to expanding health coverage and access and providing safety net servicesfor our most vulnerable neighbors. Previously, Dr. Ghaly worked for 15 years in Countyhealth leadership roles in San Francisco and Los Angeles. In San Francisco, he wasMedical Director of the Southeast Health Center, a public health clinic located in theBayview Hunters Point community. In addition to having a large primary care pediatricspractice, Dr. Ghaly led the clinic’s transition to the patient-centered medical home modelof care, expanded specialty care and diagnostics services, and addressed issues suchas teen health, youth violence, food security, and environmental health issues. In 2011,Dr. Ghaly became the Deputy Director for Community Health and Integrated Programsfor the Los Angeles County Department of Health Services. In this role, Dr. Ghalydirected clinical operations in the juvenile detention system and led the transition of jailhealth services from the Los Angeles County Sheriff and the Los Angeles CountyDepartment of Mental Health into one integrated system of care. A native ofMinneapolis, Dr. Ghaly earned his M.D. and M.P.H. from Harvard. Dr. Ghaly is marriedto Christina Ghaly and has four young children.Jamie AlmanzaCEOBay Area Community ServicesJamie Almanza is the CEO ds a Masters of Public Policy and Administrationfrom Columbia University, and received a Bachelor of Arts degree from McGillUniversity in Montreal, Quebec.11

Janice O’MalleyLegislative AdvocateCalifornia Labor FederationJanice O’Malley is the Legislative Advocate for the California Labor Federation, anorganization dedicated to promoting and defending the interests of working people andtheir families for the betterment of California’s communities - representing 2.1 millionunion members in manufacturing, retail, construction, hospitality, public sector, healthcare, entertainment, and other industries. Motivated by her transformative experiencereceiving organizing training from notable union organizers Dolores Huerta and FredRoss, Jr. while on the 2004 Presidential campaign, she joined the American Federationof State County Municipal Employees (AFSCME) as a union organizer. She was laterrecruited to become Political Coordinator for AFSCME Council 75 based in Portland,Oregon, where in 2007 she led the lobbying effort resulting in passage of the first law inthe nation granting family childcare providers collective bargaining rights. Prior to joiningthe Labor Federation in 2021, Janice worked at the Alzheimer’s Association of NorthernCalifornia.Mark SavageManaging Director, Digital Health Strategy & PolicySavage & Savage LLCMark Savage is Managing Director, Digital Health Strategy & Policy, at Savage &Savage LLC, where he continues his passion to transform health care by developingand leveraging electronic health information exchange as the backbone for patientengagement and access, delivery reform and shared care planning, patient-generatedhealth data and social determinants of health, health equity, and community andpopulation health. Until recently Mark was Director of Health Policy at UCSF’s Centerfor Digital Health Innovation, where he similarly led health policy strategy for the Center.Mark serves on multi-stakeholder policy committees under the Office of the NationalCoordinator for Health IT; as SDOH Policy Lead for the Gravity Project; on the board ofManifest MedEx; and was co-chair of the National Quality Forum’s InteroperabilityCommittee. Prior to UCSF, he was Director of Health IT Policy and Programs at theNational Partnership for Women & Families in Washington, DC.Kiran Savage-SangwanExecutive DirectorCalifornia Pan-Ethnic Health NetworkKiran Savage-Sangwan is the Executive Director of the California Pan-Ethnic HealthNetwork (CPEHN). CPEHN is a statewide multicultural health advocacy organization,focused on eliminating persistent health inequities and addressing structural racism in12

health care. Prior to becoming Executive Director in 2019, Kiran served as CPEHNDeputy Director and Health Integration Policy Director. Kiran has a background inimmigrant and mental health organizing and advocacy. She also previously served asthe Chairperson of the Sacramento Community Police Review Commission. Kirangraduated from New York University with a B.A. and a Master of Public Administration.Cathy Senderling-McDonaldExecutive DirectorCounty Welfare Directors AssociationCathy Senderling-McDonald was named Executive Director of County Welfare DirectorsAssociation (CWDA) on January 1, 2021. In this role, she leads the association staff inworking with the CWDA Board of Directors and partner organizations to promotelegislative, budget and policy changes that improve human services programs and thedelivery of those services. Cathy served as the Deputy Executive Director from 2010through 2020. She joined CWDA in 2000 as the association’s legislative advocate andlater became senior legislative advocate. Prior to joining CWDA, she served as theCalifornia Senate Budget Committee consultant for social services programs and afiscal and policy analyst for the California Legislative Analyst’s Office. She has abachelor’s degree in Journalism from the University of Missouri at Columbia, and amaster’s degree from the Heinz School of Public Policy and Management in Pittsburgh,Pennsylvania. Cathy currently serves on the National Association of Counties (NACo)Board of Directors as a representative of the National Association of County HumanServices Agencies (NACHSA), of which she is the immediate past president.
